Hudson leads a CIA strike team into Kowloon City, Hong Kong, in 1968.
The objective is to capture Dr. Daniel Clarke, a scientist working for Dragovich. Clarke reveals information about a numbers broadcast system controlling sleeper agents which are due to attack the USA.
Hudson and Weaver must lead Clarke across a frantic escape across the rooftops of Kowloon City trying to reach their escape vehicle.
